Field Coordinator (Greek speaker) – Lesvos – EUROPE CARES
Europe Cares is a young and growing humanitarian organization supporting people on the move and standing up for human rights at the European external borders.
On Lesvos, we operate the community center Paréa Lesvos located within walking distance from the CCAC (or Mavrovouni refugee camp). The center offers a safe space where residents of the camp, locals, and international people can meet freely to spend time in a peaceful environment with many recreational activities and sports, a Women Space, a cafeteria with free drinks and daily lunch. Our center hosts another 10 partner organizations offering a wide range of services to our visitors including MHPSS, legal support, NFI distributions, informal education and integration support.
Position Summary
Our Field Coordinator is responsible for the overall supervision and evaluation of project activities ongoing in Paréa, including the coordination of project resources and reporting to the Executive Director. You will be in charge of the onboarding, daily support, supervision and mentoring of 3 staff members, and of the overall wellbeing of the team including 20 volunteers on average. Moreover, you will communicate with and support our 10+ partner organizations operating in Paréa. Finally, you will represent Europe Cares locally and be the spokesperson with all relevant stakeholders.
The full-time role is based in Lesvos, Greece. The (ideal) starting date is early January 2024.
Your daily tasks may involve:
- Supervising the services offered by Europe Cares (café and lunch distribution, Women Space, Paréa Club, recreational areas, computer classes, security and monitoring team) in direct collaboration with the Project Coordinator;a
- Supervising the services offered by partner organizations, ensuring their alignment with Europe Cares values and principles;
- Monitoring and evaluating the overall impact of the services offered in Paréa;
- Identifying the need and/or possibility for further developing the space and/or the project;
- Establishing compliance with the budget;
- Performing monthly payments of suppliers, utilities and regular maintenance expenses;
- Recording and monitoring the monthly expenses of the operations & drafting monthly financial reports;
- Onboarding and training the incoming coordinators;
- Supervising the performance of the coordination team, as well as the officer;
- Ensuring the overall wellbeing of the staff and volunteer team;
- Organizing weekly coordination meetings with the coordination team & individual check-in chats with the coordinators;
- Organizing team building events, emergency meetings and/or focus groups in close collaboration with the Volunteer Coordinator;
- Supervising the team’s compliance with the guidelines, Code of Conduct, safeguarding policy and all relevant policies of EC;
- Training the coordination and volunteer team with the EC safety protocol and establishing their compliance with it;
- Intervening in case of emergency (including natural disasters, fights, medical accident, safeguarding incidents, etc.) and filling in incident reports afterwards;
- Being the focal point for daily communication and support of internal partners;
- Organizing bilateral meetings with internal partners, as well as monthly partner meetings and events;
- Establishing partners’ compliance with the Code of Conduct, safeguarding policy, MoU and safety protocol;
- Representing and being the focal point for Europe Cares locally for visitors, partner organizations, other NGOs, donors, local authorities;
- Promoting the Paréa services (including new services offered by EC and/or partner organizations, and community events) in relevant meetings and chats;
- Drafting weekly reports & monthly reports on the development and impact of Paréa Lesvos.
What we are looking for:
- Eligible to reside and work in the EU (as a small NGO we are not able to offer assistance for visa applications);
- Able to commit for 12 months;
- Able to provide a Criminal Record Check;
- (Under-)graduate degree in a relevant field of study;
- At least 2 years of proven work experience in a management position within an
- international humanitarian context, representing the organization to external actors;
- At least 3 years experience in managing a team and individual staff members;
- Experience managing on-site projects in coordination with headquarters is an asset;
- Experience in budget management and monitoring cost effectiveness;
- Experience in conflict resolution and emergency management;
- Excellent communication & interpersonal skills;
- Excellent organizational & time management skills;
- Ability to work in high-paced environment and under pressure;

Project Description
I Have Rights provides legal information and support to asylum seekers on the island of Samos, Greece. As a political organisation, we actively advocate for a change in policy and practice, both on Samos and in Europe.
Our team consists of paid and volunteer staff as well as a mixture of in person, remote and hybrid members including: a Legal and Team Coordinator, an Administration and Finance Coordinator, an Advocacy and Strategy Coordinator, a Greek Lawyer, three to four volunteer Legal Caseworkers, a large team of Interpreters, and one to two volunteer Advocacy and Communications Officers.
We strive to maintain a flat hierachical structure; the structures are still evolving, and we would like to welcome you to play an active role in shaping the project.
Who we seek
The responsibilities of this position encompass three main areas: finance, funding, and administration. Support from other team members, many of whom are volunteers, is available in all three areas. Your role includes delegating tasks effectively while maintaining a strategic overview and being mindful of the capacity of volunteers.
- Finance: The primary focus is on overseeing bookkeeping for our two legal entities in Germany and Greece, as well as managing financial planning and reporting.
- Funding: You will be responsible for managing, maintaining, and potentially expanding our funding and income streams from a variety of donor organizations. This includes researching funding opportunities, drafting funding applications in both German and English, maintaining donor relationships, and preparing donor reports.
- Administration: This involves managing contracts, overseeing digital office operations as well as dealing with AMKE and Verein related questions.

Position Objectives
Providing MSF services with an understanding of local, socio-cultural determinants. Main Accountabilities
- Translate medical MSF team consultations (mental health, sociolegal team, doctors…) according to the patient’s language and culture on the Day Care Centre and at the mobile clinic.
- Interpreting and making the link between MSF and people in transit, host communities, asylum seeker’s communities. Informing patients and communities about MSF and services it provides and the constraints, procedures and opportunities in access of services (e.g. shelter, food) provided by other actors
- Supporting in data collection and research concerning local and international context with regards to medical and humanitarian issues, in order to provide reliable information for further decision-making
- Working closely with the different MSF departments and with the outreach team.
- Assist the Day Care Centre receptionist in welcoming patients and assist the nurse during mobile clinics with crowd control and administrative task.
- Maintaining crowd control in the waiting area of DCC or mobile clinic, the psychologist during mental health group and individual sessions and the Humanitarian Affairs Officer in collecting testimonies.
- Informing both MSF staff and the beneficiaries on their respective customs, traditions, and cultural codes.
- Adapting communication to any circumstances, using appropriate language registry as well as diplomatic and courtesy manners by adapting the messages to the culture of the beneficiaries and developing reading capability of the context in which he should operate. Participating in creation of any material needed for communication of the team.
- Accompanying and following up beneficiaries to referrals (health and social care facilities) as needed.
- Report all relevant information expressed by the communities, always ensuring confidentiality.
- Accompany patients to the public hospital or private medical services and ensure that they understand the health care system. Accompany them to translate the consultations.
Essential Criteria
- Desirable degree in social science, social communication, or teaching
- Training in interpretation or intercultural mediation is an asset.
- Previous experience in translation and/or cultural mediation preferable
- Knowledge of Arabic, French or Greek would be an asset; English oral and written is mandatory.

Providing nursing care, treatment and follow-up of patients, according to doctors’ prescriptions, protocols applied in service and universal hygiene standards/precautions, in order to ensure the quality and continuity of care for the targeted population.
Main Accountabilities
- Knowing, promoting, implementing and following up the universal hygiene standards/ precautions, bio-hazard prevention and infection control, security rules and other protocols and procedures in the medical premises and ensuring high standards of hygiene of his/her working environment. Respecting medical secrets and confidentiality at all times.
- Identify and refer to the MD or Midwife vulnerable patients, including survivors of violence, sexual violence and survivors of torture (including women undergone female genital mutilation -FGM-), pregnant women and people with chronic medical condition and/or disability that required special attention, elders and unaccompanied minors. Multidisciplinary collaboration and a close follow up is required to provide adapted care in these cases.
- Identifying Sexually Gender Based Violence victims and referring them to the medical team so they can receive the necessary treatment.
- Organizing and carrying out triage in the Mobile Clinic as well as in Daily Care Clinic, prioritise acute/emergency cases. Provide care and treatment according to medical prescriptions, and assisting the MD during consultations, performing medical procedures when required (including bed side tests).
- Participating in health education of the patient (and family) in collaboration with the HP department
- Carrying out and supervising administrative procedures and documents (fill in patient’s files, forms, consumptions, statistics, registers, health files, etc.), ensuring an appropriate handover of statistic to the data encoding, and reporting any problematic situations and cases that may arise. Participating in data collection and keeping doctors/supervisors informed.
- Ensuring efficient management of medical stock in the mobile clinic and the DCC depending on drug consumption or previewed in case of alternating work conditions in all consumption units.
- Support the pharmacy manager / supply officer to do monthly physical inventories.
- Ensure timely and adequate management of internal requests in collaboration with the supply unit and identify possible medical stock rupture.
- Ensure identification and removal of expired drugs from project pharmacy and share list to PMR and Pharmacy Manager for monthly disposal.
- Reporting any unusual or unexplained prescription and consumption to the PMR
- Perform cleaning and minor maintenance for biomedical equipment used. Following the user manual and protocols and alert supervisor in case of malfunctioning.

Qualifications
Education
- Bachelor’s degree in in Computer Science, Information Technology or a related field from an accredited academic institution, with minimum three years of relevant professional experience; or
- High school degree/certificate with minimum five years of relevant professional experience.
- Associate Level Certification in Microsoft 365 or equivalent is required.
- Foundational/Fundamental Level Certification in Azure/AWS or equivalent is required.
- The following is an advantage: Associate Level Certification in Azure or AWS; Microsoft Certification (MCP or above) in Windows Server 2019+ and/or Active Director; Cisco Certified Network Associate (CCNA); and, other industry certifications such as CompTIA, VCP or ITIL.

Experience
- Extensive experience in direct user technical support and computer, network and communication equipment troubleshooting are a distinct advantage.
Skills

Languages

Requirements:
- Experience managing or coordinating projects
