Emergency Response Programme Officer (ERO) – Lighthouse Relief (LHR)

Department: Emergency Response

Context

Lighthouse Relief (LHR) is a non-religious, non-political, non-profit humanitarian organization with the mission of providing dignified immediate and long-term relief to those experiencing displacement. We use a sustainable, participatory approach, that is driven by those we serve.

LHR) was founded on the Greek island of Lesvos in September 2015, mobilising to provide an emergency response to arriving refugees. Thereafter, LHR expanded to support vulnerable groups such as children, women and youth on the mainland of Greece. Today, Lighthouse Relief is focused on providing psychosocial support to residents of Ritsona Refugee Camp, and on providing support to refugees and asylum seekers experiencing homelessness in Athens through our Streetwork Project.

Position Summary

The Emergency Response Officer (ERO) will play an important role in LHR’s Streetwork team in Athens. The position will focus on assisting people experiencing homelessnes or living under precarious conditions, as well as identifying vulnerabilities on the street. The ERO will lead the outreach activities and take responsibility for safe and effective conduct of all team members when the Emergency Response Coordinator or Social Worker are not present. The ERO will be able to address and solve problems that may arise whilst on shifts in a smooth way, and will be able to take action in stressful situations. The ERO will lead the outreach three times a week and will work closely with the Intercultural Mediators for Farsi and Arabic, Social Worker, as with the ERC. ERO will always act in the best interest of the people we are supporting.

Together with the Emergency Response Coordinator, the Officer will establish safety protocols and ensure that they are being followed and updated. The ERO will work from the office regularly and from home if necessary. Coordination and consistent communication with all the team’s members will be crucial for the development of the role.

Key responsibilities

  • Lead assessments on site – identify vulnerabilities and consider a holistic approach, share the relevant information with the Social Worker to be able to have a general overview of the case;
  • Update safety protocols and risk assessments on a monthly basis with the support of the Emergency Response Coordinator;
  • Support the Social Worker with case management, referral pathways and follow up;
  • Update referral list every three months by contactacting all stakeholders and providing a situational report of actors in the area of operation;
  • Be able to provide accurate and updated information to beneficiaries through continuous learning, reading and training ( Asylum procedures, documentation, public services, etc);
  • Follow up on beneficiaries and show active interest in all the cases, always in line with LHR policies and procedures;
  • Provide general information/situation from the street to contribute in the project development;
  • Bring new ideas to the program and active participation to improve the service;
  • Together with ERC will deliver the induction for new staff and volunteers;
  • Together with Intercultural Mediators book medical appointments for beneficiaries, informing beneficiaries and tracking patients appointments;
  • Collect data for the different services and update the Streetwork trackers;
  • Coordinate and ask for volunteers when needed;
  • Deliver emergency Non-Food Items during the outreach;
  • Check and order Food Items when needed for the outreach;
  • Together with the team, lead the NFIs monthly general distribution;
  • Explore public/private services actively, share the information with the team and, update information in the excel documents;
  • Deal with difficult and stressful situations in the street in an efficient and professional way;
  • Share information from shifts and beneficiaries and make decisions together with the team for the best interest of the beneficiaries;
  • Build strong relationships quickly and effectively with a wide variety of people;
  • Support the team as needed on short notice and irregular work schedule.

Qualifications

Required

  • Minimum age 25 years
  • At least two years experience in working with a NGO in Greece with refugees, asylum seekers, displaced persons and vulnerable groups in an emergency setting
  • Ability to adapt to a multicultural context and work cross-linguistically

Terms

  • 6 months contract with possibility of extension (one month probationary period)

CONTEXT

MSF section in Greece was founded as an Association in 1990 and is a partner of MSF Spain within the OCBA (Operational Centre in Barcelona) network. The MSF office in Greece is responsible for the recruitment of expatriate personnel for the missions, communication and fundraising activities, and program support to the operations.

MSF in Greece provides humanitarian and medical assistance to the refugee and migrant populations fleeing conflict in their home countries and following a migration route via Greece and the Balkans towards Northern Europe.

The Support Service Unit is especially dedicated to undertake fully specific administrative and financial tasks concerning the function of MSF operations in Greece. Its aim is to enhance the quality and efficiency of MSF response to the needs of the populations MSF is assisting in the country.

POSITION OBJECTIVE

The SSU Accountant Assistant is responsible for the integration of OC’s expenses in the MSF GR system, S/he processes and cross-checks the bank accounts of OC’s to ensure they are inclusive and accurate, s/he is

responsible for the collection of all necessary data for tax obligations, s/he is the back-up person for the registration of employees’ data in Ergani.

RESPONSIBILITIES OF THE POSITION

  • Registration of the Operational Centers’ expenses and invoices into the MSF GR accounting system
  • Reconciliation of OC’s Bank accounts into the MSF GR accounting system
  • Reconciliation of OC’s Vendors accounts into the MSF GR accounting system
  • Reconciliation of accounting ledgers for OCs
  • Collection of expenses data and preparation of documentation for tax obligations (contracts, invoices, etc.)
  • Posting and keeping up to date record for fixed assets/ for advance payments of house warrantees/ for warrantees of car rentals
  • Archiving of invoices/expenses/receipts/documents for OCs
  • Reporting and documentation
  • S/he is the back-up person for the registration of employees’ data in Ergani
  • Supports and participates in ad hoc activities, when needed
